Dorrance Board Conditionally Approves Quarry Expansion

 

Dorrance  supervisors,  with  Chairman  Gary  Zane  presiding,  voted

 at  their  June  3rd  meeting  to  approve  the  Pennsy  Supply  Small  Mountain

 Quarry  Land  Development  Plan,  subject  to  conditions.

After  months  of  planning  and  zoning  hearings  on  the  128  acre  quarry  expansion  area  to  the  south  of

 Small  Mountain  Road,  the  board  acted  on  the  planning  commission’s  recommendation

 and  voted  in  favor  of

 the  Land  Use  Plan.  Vice  chair  Royce  Engler  moved  to  approve  the

 plan  based  on  the  conditions  outlined  by  Zane.  Those  include  the  commission’s  comment  to,  “approve  5

 waiver  requests.  Recorded  will  be  three  legal  agreements  – an  access

 roadway  maintenance  agreement,  a  storm  water  operation  and

 maintenance  agreement  and  a  development  agreement.  Approval  is

 conditioned  upon  receiving  their  third-party  approval  from  DEP  and  post

 the  financial  security  for  their  holding  tank  and  recording  along  with

 the  Final  Land  Development  Plan

 the  Conditional  Use  decision.” Resident  Kevin  Casey  advised  the  board  that,  having  received  the  entire  transcript

 of  the  eight  Pennsy  Supply  Conditional  Use  Hearings,  he  has  decided

 to  move  forward  with  a  legal  appeal  against  the  expansion.
