Christopher Paul Farley, 42, 26 East Spruce Street, Hazleton, has been charged with two counts of DUI-controlled substance, and several traffic offenses. Charges were filed on August 2, 2016. Trooper Justin Sannie, PA State Police, Troop N, Hazleton, was the arresting officer. AAccording to the Affidavit of Probable Cause, on March 16, 2016 at approximately 7:06 a. m., Trooper Sannie was assigned to assist Sgt. Mario Diana, PSP, while he was conducting a traffic stop on Interstate 81 South in the area of Mile Marker 157, Rice Township.
Upon arrival, Trooper Sannie was advised by Sgt. Diana that he and Trooper Joshua Bryer were traveling south on Interstate 81 near Mile Marker 157.5 when they observed a white Acura Sedan enter I-81 south from an authorized vehicle only crossover, This vehicle entered the traffic at a high rate of speed and continued heading south on I-81 with its left turn signal activated, making abrupt swerves from the left to right travel lanes, Sgt. Diana also informed Trooper Sannie that he conducted a traffic stop on this vehicle and subsequently approached the driver side of the vehicle. Upon asking the driver for his information, the driver did not immediately exhibit his information and it had to be requested a second time. The driver was identified as Christoper Paul Farley, the Defendant, by his Florida identification card. Sgt. Diana observed multiple signs of intoxication.
Trooper Sannie then made contact with Farley while he ws seated in the driver seat of the vehicle. He observed Farley to be pale in the face, he had constricted pupils, his mouth was dry, and his speech was slurred. Trooper Sannie asked Farley to step out of the vehicle to which he agreed. The trooper asked Farley where he was coming from and he said from a methadone clinic in Ashley. Trooper Sannie asked him if he took the prescription they provided and the drove his vehicle. He related that he did.
Trooper Sannie then asked Farley to perform Standard Field Sobriety Tests to which he agreed and failed.
Farley was placed under arrest for driving under the influence of a controlled substance and transported to Lehigh Valley Hospital Hazleton for a chemical test of blood. Farley was transported to PSP-Hazleton where he was processed and released.
On March 27, 2016 the toxicology report for Farley showed positive findings for Clonazepam, 7-Amino Clonazepam, Alprazolam, Alpha Hydroxyalprazolam, Delta 9 Carboxy THC, methadone and EDDP.
A preliminary hearing has been scheduled Sept. 7, 2016 at 10 a. m..
